RLS users of org apps in PBI get an error to reload the browser while opening the Org App

Hello All,

 

We have implemented the Org Apps for a solution of ours and only the users who have access through RLS are experiencing an issue. When they open the app it asks to reload the browser individually for all reports in the app. Any idea why this is happening and how to resolve this?

Hi @V_S27 ,

Try to check after clearing app level personal bookmarks , becasue bookmarks might be referencing visuals before RLS filters are applied, forcing a reload.

Test with a clean Profile or Incognito window, this helps rule out any caching or stale auth tokens.

Only include datasets and reports that are essential. If extra datasets are included without proper role assignment, RLS validation might get confused.

Add a test user to multiple roles temporarily and verify behavior, try duplicating the Org app into another app and remove reports one by one to isolate the issue.

No, I am still facing the issue for the initial access. Once every report is reloaded it works fine. I dont have this issue in the workspace apps only for Org Apps. So, it would be helpful if you could point to the right direction to get it resolved.

The issue you're encountering—where users with Row-Level Security (RLS) access are prompted to reload the browser for each report within an Organizational App—is often related to authentication or token refresh issues, especially when RLS is involved. When a user accesses an app, Power BI enforces RLS rules based on their identity. If the identity token isn't properly passed or validated across all reports in the app (which are technically separate embed instances), it can cause repeated prompts or reloads. This behavior may also stem from cached session inconsistencies, browser storage limitations, or the use of personal bookmarks in the app that conflict with RLS filters.

To resolve this, start by ensuring all reports within the app are using the same dataset with consistently defined RLS roles and that users are not accessing cached bookmarks. Have them clear browser cache or try accessing the app in an incognito window to rule out session issues. Also, make sure the app is republished after all RLS roles are finalized, as sometimes stale roles or dataset updates don't propagate cleanly. If reports are using composite models or cross-dataset connections, confirm that all data sources support RLS correctly and are using single sign-on (SSO) if applicable. If the issue persists, consider opening a Microsoft support case, as this could also stem from backend service behavior related to app containers and RLS token propagation—an area Microsoft occasionally updates silently without immediate documentation.
